The cat in the center looks kind of malformed. But everything else is pure fun! But I don’t know anything.

When would you guess that the Tyer drawing is from?
I’d guess this is late silent-era, when Paul Terry was still churning out the Aesop’s Fables cartoons. The primitive cat and mouse designs tell the tale.
This should put to rest any assertion that Tyer was a sloppy animator who couldn’t draw well.
